Shadow of War is to Shadow of Mordor as Batman Arkham City is to Arkham Asylum It's Shadow of Mordor ramped up and better in every way. I personally see no point in playing the first one at all now, the second one is just better in every way. I will say, as much as I love these games, they run out of steam pretty fast.

It’s got tons of replay value which is what makes the investment worth it and since it’s a few years older you won’t be paying full price for it. I’ve easily got over 100hrs in it. Shadow of Mordor is fun but shadow of war has aged much better with time than shadow of Mordor has imo.
